Resumo:
Children and adolescents, because of theirs condition of person in development, require special guarantees in order to have a healthy development. As a rule, the family is primarily responsible for driving the infants until the realization of their rights, however, there are more complicated cases where minors that are away from their families, in the so-called host situation. Once, besides feel the absence of theirs familys, still must face the typical difficulties of each shelter, mainly with regard to individualized care and the disabilities in family and community living. The host that should occur for a short period, actually, lasts for a long time to some specific groups of infants, in this way, it becomes even more necessary the full protection in host homes, because, in this environment is place an important development step to that person. Thus, the present study aims to analyze the implementation of the rights of children and adolescents who find themselves away from their natural families, in particular those that are in homes under the care of the social mothers, checking what are the advantages offered by the application of the Institute, as well as the difficulties faced by these professionals. On this study, the main characteristics of the women who play this role are analized, questioning whether they are really able to promote the practical application of the doctrine of full protection. Assuming that, in spite of the obstacles, social mother, within theirs limitations, represents a suitable alternative to the establishment of the fundamental rights of infants in that live in shelters, however, it still needs to be improved. The work will be carried out by means of a bibliographic study, judged and laws already published on the subject.
