The Auction is the modality of Bid regulated by Law No. 10.520/2002, for the purchase of
common things and services and their way of trial comes from the selection at the lowest
price offered by written proposal and successive bids by announcing a winner. Since its
establishment, the Auction has been the most widely used by the public authorities due to its
greater economic potential when compared to traditional modes, governed by Law No.
8.666/1993. Given these assumptions, this research aims to analyze the use of the Auction
at the expense of other modalities for Bids for the City of Sao Francisco/PB, as an instrument
of economic optimization in the period 2008 to 2010. This is a descriptive study, document
and quantitative approach. However, it was initially performed a review of all procedures
performed by the municipality near the site of the Court of the State of Paraiba (TCE/PB) and
in cases approved, and then found that the Auction was the mode most used, a total of 32
cases in 2008, 41 in 2009 and 51 in 2010. To answer the problem, we identified the
reference values and the values approved in each procedure performed, to obtain economy
of each procedure performed as well as compare their percentage rates of economy. For
both, there was the Auction was shown as the lowest cost method for Administration, once
had the highest rate of the economy so that was the procedure that was greater than cost
reduction for the coffers of the Board, equivalent to 15.96 % in fiscal 2008, 22.92% in 2009
and 25.90% in 2010 instead of the call provided a cost reduction of 4.97% in 2008, 13.37% in
2009 and 8.32% in 2010 and Jack Price was able to save 10.59% in 2008, 13.44% in 2009
and 16.54% in 2010. Therefore, the adoption of the Auction by the Company, resulted in
benefits to the Government, so that provided the greatest reduction in expenses, operating
as a tool for optimization of public resources.
