This monograph proposes to do an analysis of the relationship between the
bureaucratic administration of Social Security and break the code of ethics of public
servants, seeking to identify what relationship exists between the existing
management model of Social Security and the misconduct of the servers that
entity. For this, we made a comparative analysis of the Weberian bureaucratic
model with the current management model adopted in Social Security, using as a
case study Geryon Operation of the Federal Police in the cities of Pombal Sousa
and the state of Paraiba. We sought to identify the flaws of Social Security
administrative irregularities exist that facilitate the conduct of public servants. In
carrying out this work we use research literature, documentary for data collection
and case study for the preparation of the analysis. As data analysis procedure, we
use the method of Association of Ideas Maps (Vergara, 2008) in which the theory
of bureaucracy is associated with the case study. Tried the analysis of the
bureaucratic model based on the theory of Weber inserted into the Social Security
Administration. It was observed that the model adopted by Social Security, though
based on principles of Weberian bureaucracy, can not override the issues of breach of
the Code of Ethics for Civil Servants, especially with regard to corruption of public
officials. This occurs because the bureaucratic structure itself creates inefficiencies
that favor the performance and the diversion of the agency's resources.
