Resumo:
The main objective of this research is to estimate and to analyze the tax revenue in the subbasin of the Alto Piranhas in the state of Paraíba, adopting a model of charging that considers
the peculiarities of the region. After surveying the main charging models in the literature and
to be aware that the sub-basin is managed by federal government, it was observed that the
model adopted by the Rio São Francisco is the one closest to the reality of the region studied.
Thus were idealized and simulated Scenarios I and II, considering the current and future
demands. That way, these scenarios have criteria values that may or may not vary the
assigned values and depend on the component (collection, use, release and transposition), the
framing class (CONAMA 375/05) and other elements that also depend on the model to be
chosen. Thus in Scenario I adopted the Class II and Scenario II adopted the Class III. Based
on the results it was observed that the total annual revenue in the Scenario II is greater than
Scenario I, it was mainly the change of some parameters that are directly linked to the framing
class. Therefore, this project warns the government about the urgency of implementing the
charging instrument and how much is left to collect. These resources could provide
improvements in quality of life at sub-basin studied. Furthermore, only with the knowledge of
the actions and planning that are being developed by local federal committee can examine
whether simulated annual revenue is sufficient to support the management system sub-basin
studied.
