Resumo:
The implantation of the Unique Health System (SUS) as from 1988 has brought several challenges for effective guarantee of health as universal right, among which highlights the need for change the assistance model. For that, the Ministry of Health creates in 1994 the Family Health Program (FHP) which later ceases to be a Program and consolidates as Strategy. As a substitute model of the traditional basic network the Family Health Strategy (FHS) seeks to convert the traditional model characterized by a medical-centered health care, with a curativist focus, to a more comprehensive model, family user-centered, predominantly focused on health promotion and prevention of aggravations. The research aims at evaluating the management and organization of the work process of the Family Health Team, based on the Program for Improving Access and Quality of Basic Care (PMAQ-AB). Methodology: This is a cross-sectional study, exploratory documentary, based on data from external evaluation of the PMAQ-AB, conducted in the Paraíba state, between May and October 2012. In this period, 5,565 municipalities were explored, among which 17,482 Family Health Teams, which joined the PMAQ-AB. Data collection occurred between the months of August and September 2017, in the dependencies of the Center for Biological Sciences and Health (CCBS) of the Federal University of Campina Grande (UFCG). The data were collected from a roadmap consisting of six variables contemplated in the Instrument of External Evaluation of the Program Health Closer to You - Access and Quality (module II): planning of the Basic Care Team, Management actions for the Organization of the Process of Team Work; monitoring and analysis of indicators and health information e-SUS; participation of the PMAQ; organization of Medical Records in the Health Unit; organization of the Schedule for the realization of the actions. As regards the data processing and analysis technique, they were launched on spreadsheets of the Microsoft Excel 2007 program, and then the calculation of the simple frequencies and percentages of each item of verification. Then the results were arranged through descriptive statistic, in the form of tables and graphs. The research followed the guidelines of Resolution nº 466/2012, of the National Health Council. The evaluation that resulted in the FHS judgment, comparing the resources employed in the Planning of the Basic Attention Team and Management Actions to the Organization of the Team Work Process and the process developed (organization of work, practice of services and attention to the health) obtained, for example, that 70.3% of healthcare professionals interviewed reported that they plan and schedule actions. It is also noted that Institutional Support came by induction of PMAQ in 38.1% of respondents. The management and organization of the work process is something continuos within the FHS, and the feasibility of evaluating and monitoring the way this happens, in turn, corroborates in detecting the needs, difficulties and also good strategies for strengthening Primary Health Care. The planning and the formation of strategies is the greatest ally of management to reach the resolution of daily problems, being considered the pillars for effective quality of service, as well as facilitating the offer and access to the user of services and actions that are most needed about local indicators.
