Políticas públicas e Direitos humanos: análise critica da situação das pessoas com deficiência no Brasil.

Abstract

This work is motivated by the difficulty of inclusion of people with disabilities in the society, because for such inclusion to exist it is required that the social rights of these individuals are respected, allowing them to fully and freely exercise their citizenship. Noteworthy, it occurs that the human dignity of disabled people is unexceptionally disrespected, which limits the realization of their rights. However, there are initiatives that seek to include disabled people and respect their rights through public policies which, for example, promote accessibility. The usual disrespect for the rights of citizens with disabilities motivated this research which aims to discuss the issue of accessibility, human rights and the implementation of such rights through public policies with regards to this particular social group. Considering this scenario, the extension of public policies in order to fulfill the rights of disabled people, provided for in the Federal Constitution of 1988, is questioned. In order to investigate this problem, an exclusively bibliographical study was carried out, considering the main scholars and lecturers of the subject, as well as the legislation itself. It was concluded that there is a need to broaden public policies and restructure those already in place for disabled people, in order to protect their rights, enabling their free and full exercise of citizenship and access to dignity.
