Resumen:
In todays brazilian society, violence and insecurity has come to impressive levels, so
that the society grabs itself to any hope of improvement. In that case arises the PEC
171/93, suggesting the reduction of legal age, as a “miraculous solution” to juvenile
violence, however, what remains set is a complete neglect to child and adolescent
rights, specially the right to education, overlooked through the lack of educational
public policies. This way, remains the questioning about the need for public
investment in education as a possible alternative to the reduction of legal age, to
examining this need for public investment in education, in view of its fundamentally
transforming and developer character. The research develops with the hypotheticaldeductive method of approach, using the exposure of the problem of lack of state
investment in brazilian educational system to, through hypotheses and deductions,
reach the theorical-ideal model, in which the effective and direct application of public
investment in education allows the full ledge of child and adolescent. Among the
procedure methods, the statistical stands out, through the use of statistics and
national and worldwide researches data relating to education, violence, Human
Development Index, among others, as well as the comparative, through the
comparison of various international methods of education investment and the results
derived from the analysis. The data collection occurs through doctrinal, legislative
and electronic media research.
