Resumo:
The research was the foundation of participatory budgeting as a tool for implementing public policies within the municipality of Pombal-PB, as well as meet the needs of the population in the search for improvements to city. The research objective was to present the relevant aspects that are contributing to the development of participatory budgeting, where councilors and councilors showed a significant participation in the quest to meet the needs of the population, through meetings in neighborhoods, in the legislative chamber meetings and preparing Multiyear Plan. The methodology was exploratory, descriptive literature, and quantitative field. In this sense, the result of the research showed that the profile of councilors and aldermen is composed of both sexes in the age group 18-30 years and 41-50 years, where he found an experience in relation to mandates exercised, demonstrating satisfactory knowledge for the development of the city. Concluding that the directors and councilors have a relevant identification with participatory budgeting in formulating the budget piece, can assist government in making decisions regarding the allocation of their resources.
