Résumé:
The main objective of this paper is to discuss the right of environmental refugees in
the face of growing climate change. Concepts, definitions and differentiations of
refugees, IDPs and environmental refugees are presented. The increasing increase
of environmental disasters and the degradation of environmental resources, it has
made it difficult for people to survive in their place of origin, generating a new
situation that does not yet have a regulation under international law. Thus the
emergence of a new category of refugee and the absence of regulation of this
category of refugee under international law since the Convention Relating to the
Status of Refugees does not regulate the environmental refugee breeds disrespect
for the principle of the dignity of the human being, Vulnerable population is facing
deregulation, and unlike the refugee with the United Nations High Commissioner for
Refugees to regulate and supervise refugee protection systems, the environmental
refugee does not yet have any The regular and protect. In view of the vulnerability of
environmental refugees, it is necessary for international human rights bodies to
provide the appropriate response in order to create a specific protection regime for
environmental refugees. The method adopted is the deductive, already in relation to
the character it is a qualitative research, since it is not measured in numbers, as far
as the technical procedures is a bibliographical research, the research technique is
the indirect documentation, since the Data collection is based on already existing
documents, such as the investigation of laws and doctrinal positions, and finally the
method of procedure is historical.
