Resumen:
Budget Participativo is constituted in a process in which the society has the opportunity to say, to discuss and to deliberate on inherent matters to public expenses appears as effective method in the rescue and practice of the citizenship. This budget modality practiced in Brazil since the decade of 80 is adopted today in more than 70 Brazilian municipal districts independent of political party and it is used as parameter in countries of Europe, serving as model to the experience of Santa Cruz/PB's city that already uses that method 04 years ago. Before that, this study has as objective evidences the approval of the municipal public bills: A study of Case of the Municipal district of Santa Cruz/PB, before and after Orçamento Participativo's adoption, if used of a methodology in way descriptive, documental and exploratory, asking the following question: Which the influence of Orçamento Participativo's adoption in the Approval of the Public Bills, before and after his/her implantation? This research also aims at to reveal important aspects of the Orçamento Participativo that can influence and also to contribute for the elaboration of the Budget-program and to demonstrate as the society can participate actively of the municipal public administration. In spite of the Orçamento Participativo to have been born through a government action, he/she becomes evident, that the same depends, of the popular participation, to reach their more immediate objectives. And this feels, in the form, in that the implement of this mechanism, feels through concerned public managers in governing with most of the population, leaving of side, subjects regarding democracy procedimental. How to do OP nothing else is of what to do the Budget-program (dominating, therefore the concepts and the technique that are him/her inherent), if this Budget-program be not gone back to assist the interests of the society, it won't pass of a mechanism done by the government's in a random way technicians and without any social commitment, being just to accomplish the law that demands him/it and usually no condiz with the reality of the municipal district. To determine forms private and interactive of the citizenship, opening channels of dialogues with the civil society, it will take to the right, a larger potentiality in the application of the public resources, allowing with that, that the citizen chooses in the way that more him aprouver, as he will feel the budget application.
