Résumé:
This study has the general objective to demonstrate to demonstrate the importance of the national regulating agencies in the social and economic development of Brazil, from
its action to create norms, to control and to fiscalize the rendering companies of offered essential services for society. As objective specific the study it searched to describe the process of the economic management and the Reformation of the State in Brazil; to identify the structural and conjunctural circumstances that had led to the privatizations of the public companies; to appraise regulating and executive agencies, contracts of management and legislation specifies; indicate the legislation that originated the national
agencies, listing the most important in the administrative scene and economic Brazilian. The used methodology if configured as of the bibliographical, basic and exploratory type,
whose collection of data if gave in primary and secondary sources, methods of deductive boarding and comparative and historical method of procedures. The general conclusion
the one that if arrived is that effectively such regulating agencies have enormous relevance in the social and economic development of the nation, because they have fulfilled to its paper before the government and the society, intervened timely in the market when set in motion, as much for the signals generated for the market, how much
for provocation of the proper citizens, whom they search to exert the right that is assured to them by the laws that assure participation to them in the diverse administrative cases of such agencies.
