Resumo:
This work aims at verifying the effectiveness of the presential trading session for the
acquisition of goods and services as bidding modality that without bureaucracy the
bidding process, providing more agility, efficiency and savings. It is a bibliographical
work, exploratory and descriptive, for which consultations have taken place and
several books and studies, considering the main opinions of important scholars of
administrative law.Initially we analyzed the historical evolution of the bid and the
basic constitutional principles and bidding. It is followed in addressing the procedures
for tendering and bidding in person, from the point of view of the bureaucracy of the
bidding process, highlighting the main advantages of this type. Tradings this is a
bidding modality mainly focused on the development of competitiveness, agility and
efficiency in public procurement, which is made possible due to the characteristics of
the procedure adopted in this modality, essentially different from that which occurs in
other forms of bid. The Trading brings together several features in addition to making
the most agile procedure, add the economy of funds, transparency and favorable
conditions for the Public Administration reach the goals of hiring goods and services
at the lowest price. Thus, this study is relevant to highlight some important
advantages from the point of view of public administration, from the use of the
Trading as form of bidding for the procurement of goods and services.
