Resumo:
This work begins from the premise that all people don‟t have the same life conditions
and opportunities inside the society. Regardless, have the right to a life worthy and
with work that edifies and socially includes the people. Based on that, intend to
analyze if with the advent of the Solid Waste National Policy the recycled material
collectors were socially included, or if they work in informality, verifying if the
mentioned diploma has been effective regarding the treatment of the collectors. The
collectors activity contributed to the environment conservation, the better life quality
and raise of national economy. It is notorious the importance of the functions
performed by them, in this era of exacerbated consumerism and mild awareness.
The research is justified by the social concern of the PRNS effectiveness, a law
device that aims, among others objectives the social insertion and the economic
emancipating of the collectors. The methodology is qualitative, with data picked in a
empirical way, by interviews and bibliographic references as current law, books,
theses and articles, in a critical way. The approach method is the hipotethicdeductive that begins from the hypothesis that the PRNS despite trying to socially
include the collectors, it is not enough to take them out of the informality situation,
since it is needed others institutes to such achievement. The research also finds
constancy in the explicative study, through procedure methods: historic, monographic
and comparative, that seek to explain determined concepts inherent to the thematic.
It was evidenced that such law has collaborated to a bigger visibility of the collectors
work, however, still there is a lot to do so them can really be socially and
economically valued, in a way to become effective the social inclusion of those
workers.
