This monograph versa the importance of the bidding process in the form of price and
making their quirks to work productively and without any waste for Public
Administration . Was performed as a research technique bibliographic through
theoretical study of the subject , with analysis of Law No. 8.666/93 , the aid of the
doctrine beyond CF/88 . The method used was the deductive approach , which broke a
general premise , which would bid , achieving specific results , which would be the
bidding process in the form of outlet price. General aim of analyzing the upright bidding
processes in the form of price taking , and specific goals , check prices consistent with
the work or service and point out the flaws in the rites of the bidding process in the form
of outlet price. Underscoring the extent to which this form of bidding ensures that the
work is good quality. Starts showing its evolution over time until reaching the current
Law 8.666/93 ( Law of Bids ) , which sought to discipline yourself and moralize Public
Administration . Still in the initial chapter defines the Public Procurement with its
purposes and the inclusion of administrative principles in accordance with the Federal
Constitution of 1988 . Then prevailing theory is reviewed , highlighting their types and
arrangements with their differences , their rites and procedures its call , and when they
may or may not be waived . Finally, the research seeks to draw a parallel with the
Auction mode , extracting its advantages and disadvantages , and how to reflect on good
services and works , without causing damage to the population.
