Résumé:
This is a bibliography of research that aimed to evaluate the overall performance of
the Brazilian State in the fulfillment of its purposes, with respect to health. And, as
specific objectives: to describe the evolution process of the Brazilian State and the
definition of its key objectives; assess whether the Brazilian government has
increased its duties and has failed to fulfill its purposes, mainly for the provision of
health services to underserved populations; and demonstrate that the strengthening
of democratic management can help make the state more efficient. It is noteworthy
that Brazil is a democratic state. The Federal Constitution is in force since 1988 lists
its key objectives, showing its political and administrative organization and defines its
responsibilities, recognizing that it is their duty to promote and guarantee citizens the
right to health, education, safety, housing, leisure, work, etc. However, despite the
fundamental objectives of the Brazilian State are too enumerated in the Constitution
into force, this is becoming less and make the necessary effort so that the people
have access to better quality public services, like health and education. Through this
study we can see that to overcome the crisis currently experienced by public health
services is necessary, and extensive investments, a new health care reform,
assuming that most Brazilian public hospitals need of reform and expansions in
physical areas, as well as better and more health professionals. Oblivious to the
crisis facing public health at all levels, the Brazilian government invests in stocks that
are not part of its basic purpose described in the Constitution in force, being
inefficient compared to the performance of their duties and commitment to society.
