Abstract:
This monograph has as its theme a study of the legislation of the National System
of Socio-Educational Services. The problem is that the research seeks to know
whether it is possible to observe significant innovation sin the operation of the new
rules regarding the National System of Socio-Educational Services. The hypothesis
presented is that that system could help to reduce the growing number of inpatient
adolescents who have registered in Brazil in recent years. Hasthe general
objectiveof thiswork was to analyzein detail thelegislation thatimposesnew rulesfor
the careof adolescentsunder sociomeasure.The specific objectives, yet: to show
howthe process oftransition fromthelowerright, founded upon the doctrineof
theirregularsituation, tothe rightof the childand adolescent, which expresses the
doctrine ofintegral protectionoccurred; assessthe institutional changesasproposals
to improvetheprotectionpolicyfor children andadolescents in Brazil; andanalyze
howbeingimplementedsociosafetyin Brazil after theestablishment of theNational
System ofSocio-Educational Services. Forboth the method ofdeductiveresearch
approachisdialectical, that is,a method thatestablishes connectionsbetween
phenomenaalwaysunderstood asparts of awholethat is, thesocial life. Also the
qualitative methods will take-up. The nature, research is applied and about the
overall object, the research is descriptive. It adoptstheliteratureas a
methodologicalprocedure.Structurally, the dissertationis divided intothree chapters.

addressed thestructureand functioning of theNational System ofSocio-Educational
Services, as well as thepowers granted to thedifferent spheres ofgovernmentin
relation tosocial and educational care, as established by Law No.12,594/2012.
