Abstract:
This work aims to analyze the creation of municipalities after the promulgation of the
1988 Constitution, demonstrating the emancipation of cities that occurred in recent
years in the State of Paraíba, in particular the city of Boa Vista, located in Cariri
Paraiba. The Federal State allowed a greater degree of decentralization of power,
because it is organized by the existence of more than one power center holder of
political, administrative and legislative autonomy, and so soon, municipalities gained
status of federal entities. Thus, with the creation of these new entities in the country,
they had direct access to the resources passed by the respective states and the
Union, especial lywithregard to the Municipalities Participation Fund (FPM), which
eventually bring citizens closer to public administration, and may there for bee better
met their demands. Due to the unbridled creation of municipalities, the National
Congress drafted in 1996, Constitutional Amendment Nº 15, in an attempt to curb the
high number of municipalities creation that occurred in Brazil. In order to verify the
process of creation of municipalities in the country, we investigated the effects of
emancipation in the local life of Boa Vista: the relationship of citizens with the
approach of public entities. For the execution of this work, we conducted a survey of
data from the IBGE, was also one literature searches and developed a field survey in
the municipality selected by interview with public managers and the public.
