Résumé:
With the advent of the Federal Constitution of 1988 was given greater importance to children
and adolescents , as implemented for these special protection by the state , family and society.
Among this guarantee is the possibility of the state have treatment programs , aimed at
reducing physical and psychological problems suffered by children and adolescents addicted
to drugs . In this scenario the present work has the purpose to check the programs specialized
care for the child and adolescent addicted to narcotics and similar drugs , analyzing the
effectiveness of the provision of Art. 227 , § 3 , VII of the Constitution. Therefore , there is
the historical evolution of the rights of children and adolescents , since the implementation of
the Code of Children and the doctrine of the irregular situation in dealing minors who were
not within the normal range as a social ill , passing the address the doctrine of integral
protection as a way to preserve the lower risk, and noting in this context care programs ,
highlighting the care program Psychosocial Care Center specializes in services for people
who use alcohol and drugs ( CAPS d). From this structure , the large number of children and
adolescents addicted to drugs and considering the high degree of vulnerability of these beings
still in development , we conducted a field survey in the city of Patos / PB to check the
implementation , effectiveness and form of programs to assist these vulnerable users that
comes emerged in the drug world . It was observed that the city of Patos / PB through CAPS
ad , do not perform any services the child and the adolescent develop only non-intensive
treatment , although the legislation provides treatment for all age groups and so there is
guaranteeing the protection provided by the Constitution satisfactorily .
