Resumen:
In the interior of the public it comes distributions occurring one practical one that for many it
is still well natural, but that today, with the dictates of the law, it is capable of action in
justice. One is about the repeated humiliations, indifferences suffered for many servers,
victims of abuse and of being able of an exaggerated form of the authoritarianism of the
superiors it stops with its subordinate. The present article is looked on to the bibliographical
study regarding the Moral Siege in the Public Service, whose objective was considered to
identify the characteristics of the moral siege, its forms, methods and practical consequences
of this, as much of the human side of legal . The methodology employed was the dogmatic
nature instrumental, the deductive method and the interpretive method and techniques were
the bibliographical research which consisted of a literature review through articles, books,
periodic sites in the SciELO, Google, official sites of Federal Justice, amongst others. It was
perceived, however, that boarded the subject, although apparently to have appeared still shy
of form in the legal quarrels, is something that comes already happening has much time, a
time that, if the moral siege makes gift in the work, where the victims of this practical are
rightened to exert a work that, in many occasions they do not are consistent with its function,
but on account to fear persecution if they leave to subordinate to such practical. Other
identified forms of siege are: the humiliation, the insults, the isolation, disdain, leading the
victim to the extreme psychological conditions. Of making this, one concludes that, the moral
siege consists of the exposition of the workers the humiliating and embarrassing situations,
generally repetitive and drawn out, during the working hours and of the exercise of its
functions, these situations that offend its dignity or physical integrity.
