Résumé:
This paper proposes a conceptual model for the construction of decision-making in groups,
incorporating the psychological biases of the decision, strategies of engagement, evidence of
the decision and degrees of consensus, called the Behavioral Dynamics of Negotiation
Expanded. The model of management of water resources advocates the Brazilian participatory
and decentralized management, so stage with multiple decision makers, which appropriately
applies the model proposed. The model should be used for a mediator in decision making
processes built over several rounds of negotiation to simulate the environment resulting from
the negotiation, decision obvious, preferences, and the trend of consensus decision. In this
sense, applied to the dynamics of Behavioral Trading Expanded to the decision-making
process of Marco Regulatory System Curema-Açu, more specifically the decision of the flow
of currency States of Paraíba and Rio Grande do Norte.
