From a sociological perspective, this research intends to analyze the effectiveness of
public policies aimed to homeless people on street. To objectify our analysis, we chose
to address the experience of RUARTES, a public policy implemented by the
Municipality of João Pessoa. The purpose of this policy is to rescue people who identify
themselves as homeless. This initiative includes the participation of art educators that
through collective action such as theater, music and dance, seeking to bring together
children and youth to posteriorly design mechanisms that will enable their reintegration
to the core family and community life. The RUARTES is coordinated by the
Department of Social Development (DSD), having forecast in law since the first quarter
of 2010 being one of the main purposes of RUARTES The reintegration of homeless
people in their household, we intend with this research to understand if the execution of
their actions achieves its intended goal. For this purpose, we chose to conduct a
qualitative research and use a theoretical framework aimed to analyze public policies to
social reintegration. The relationship between public policy and the state situation of
vulnerability where people are considered homeless, it raises us a number of questions.
In performing our research, among others, we assume the challenge of answering the
following questions: the set of people who occupy for long time the spaces on street
which can be considered as users of RUARTES services? One might think that the
RUARTES strategies are effective by the daily increase in the number of people
occupying the space of the streets? It is legitimate to ask if it‟s possible to bring a
person on the street to his family structure? What are the causes that lead people to
dwell in the streets? If these embryonic causes aren‟t overcome, the RUARTES
initiative project can be considered valid? The strategy of family reintegration is a real
answer for people who live on street? Are there cases where this goal achieves the
desired success? These are, among other questions that guide this research and which, to some extent, we intend to find answers.
