Abstract:
The focus on performance of the Watershed Committees enables investigate the extent of
applicability of the National Water Resources Policy. It also allows checking the level of integration
between public institutions and communities of users of the natural resource. This study aims to
analyze the management of water resources in the committees of the coastal basins in the State of
Paraíba, in the light of the institutional principles of Ostrom for governance of the common use of
resources, by focusing on the implementation process of raw water charges . The methodology
consists of analysis (and late binding) of institutional principles, devised by Elinor Ostrom (1.
Clarity limits; 2. restriction Rules; 3. Collective Action;. 4 Information 5. Punishment 6. Conflict
resolution 7. Respect for the local management; 8. interconnected activities) to the legislation
(Federal Law 9.433 / 97, State Law No. 6,308 / 96, Internal Regulations of CBH-LS and CBH-LN).
These analyzes are used to evaluate the performances of the Committees of Hydrographic Basins of
the North Coast and South Coast of the State of Paraíba, arranged in their minutes of regular and
special meetings. The similarities and differences were identified between the performances of the
committees in their decision-making processes. The results show that Ostrom Institutional
Principles are present in the actions that were part of the deliberation bulk water charges. Despite
the Charging for water use has not yet been initiated in the State, it is clear that the collection
processes of deliberation in the study committees are supported by Ostrom Institutional Principles.
