It is attributed to the granting of rights to water use (Law No. 9433 of 1997), limiting the usurer certain flow of water in surface reservoirs and/or underground. Reconciling the management of water resources and environment represents a complex challenge because it involves many areas of knowledge. This study emphasizes the need for a greater rapprochement between the hydrological and ecological areas through the space-time interpretation of the limitations in water flow regimes. Reconciling the management of water resources and environment represents a complex challenge because it involves many areas of knowledge such as ecology and hydrology. It is applied to Continuous Wavelet Transform (CWT) in the spectral analysis of time series: daily rainfall and flow (case study: the Battle Bridge station, located in the region of the Lower Sedimentary course of the river Paraíba - RSBP in the state of Paraíba). The wavelet analysis has contributed to the preparation of hydrographs during periods of El Niño and La Niña. Received a new approach to separation of flow: flow pulses, whose high-frequency conditions was discretized rise, recession and stability. The results showed that during El Niño variability of flow pulses is greater than during La Nina. The final product gives the robustness of the Continuous Wavelet Transform as a tool that aids the interpretation of the behavior of the flow hydrograph. This technique supports the management tools of water resources and helps not only the award but also the collection and classification of water bodies.
