Resumo:
One of the sectors that has received a lot of attention from researchers have with regard
to sustainable the development and environmental quality refers the management of
waste, these are present on various everyday situations, as well as in any and all
economic process / production. An aggravating factor is that the generation of waste is
proportional to the increase of population and production / consumption, reflecting an
increase in both the amount and the volumes of those materials, as well as to the lower
suited to their final disposal places, contributing to pollution of the given the high levels
of contamination when these overlooked. On the face of it, this thesis sought to
systematize a model based on the application of multicriterial methods and multidecisor
for assessing the management of solid urban waste in Metropolitan Campina Grande
through the selection of indicators which could support the conditions of efficiency,
effectiveness and sustainability the studied system. For both, it was adopted as a
methodological strategy, structuring the problem in a systematic way, in which several
indicators were selected from the literature and adapted when necessary, to the reality
studied, reaching a proposal for composed of 46 indicators, divided into 15 categories
review and four dimensions. The indicators were a hierarchical structure, with their
weights assigned through an applied questionnaire by a specialist in the area of
management of solid urban waste. After this step, made use of the PROMETHEE II for
partial ordering of the indicators, as well as the COPELAND to obtain a final list of the
municipalities with perform better of RSU management, considering, for both, the
preference of decision makers. Based on the application of the proposed model, we
observed that target municipalities Search feature distortions that attempt inequalities in
the evaluated indicators, which reflected the performance of municipalities. It is
emphasized, that despite having obtained from a ranking between the municipalities, the
scenario gotten is nowhere to be considered optimal, considering that was identified
among the participants, indicators considered unsatisfactory for an adequate
management of RSU. The methodology presented is appropriate and can be easily
adapted to include more information / indicators, which may be used as a strategic tool
to induce enhancements and optimizations in the urban waste management systems in
the municipalities surveyed, establishing a diagnosis of the situation of waste that will
contribute in making specific decisions for the problems.
