Résumé:
This work coveted as its main objective, to demonstrate the participation of the face-to-face auction modality in the procedures of the bidding procedures related to the Public Administration of Sumé/PB, in addition to measuring the economy that this modality provided for the municipality in the period between 2015-2019. As specific objectives, the study aimed to expose the connotations about: Public Administration; bidding, principles and modalities; management and purchasing systems; auction, origin and types; face-to-face trading: advantages and disadvantages. In methodological terms, the research was classified as bibliographic and documentary, of a qualitative and quantitative nature, configuring itself as a case study. As a result of the investigation, it was demonstrated that in the municipality of Sumé/PB, during the evaluated period, the face-to-face auction was the bidding modality with the greatest employment. In addition, face-to-face trading was ratified in most of the processes analyzed as a promoter of savings for the city hall, since the actual purchase values were mostly lower when compared with the average market price indicated as a reference by the Court of Auditors of the Union (TCU).
