Resumen:
This research, linked to the Graduate Program in Education, Academic Master in Education, CGFU, Line 1: History, Politics and Educational Management, analyzes educational responsibilization in the state education system of Pernambuco, researching the developments of the Term of Commitment and Responsibility (TCR) from the perspective of school managers, from 2008 to 2018. The TCR is a contractualization policy that materializes educational accountability mechanisms. The accountability dimension integrates, together with the external evaluation and accountability dimensions, the educational accountability policies implemented in education in Pernambuco, as of 2008. Such policies constitute the Public Management Modernization / Education Goals Program (PMMP / EGP), which is also formed by the Pernambuco Educational Assessment System (PEEAS); the Pernambuco Education Development Index (PEEDI); the Educational Performance Bonus (EPB); and the Pernambuco Educational Information System (PEIS). This study was developed through a historicaldialectical analysis of the reform of the State and education, from the 1990s, in Brazil and Pernambuco, on the managerial model of public management and educational accountability policies. It is the result of a bibliographic review, analysis of legal and normative documents from the Union and the State of Pernambuco and the realization of semi-structured interviews with managers of high schools located in the mesoregion of the North Agreste of Pernambuco
and microregion of the Médio and Alto Capibaribe. The results identified developments of the TCR signature in the organization of the school's administrative and pedagogical activities; in the conception of the pedagogical work of the school manager, in the relationship established between the Department of Education and the school community; emphasis on results and indexes; and in the managers' conception of the quality of education. The managers expressed as main changes the institution of work intensification processes, self-responsibility and accountability of the school community for the results. This research revealed that the contractualization established in the state education network of Pernambuco, through the TCR, expands the ways of regulating the work of the school manager, strengthening the inspection and inspection processes of schools. Such processes contribute so that the performance of the school management is focused on the control of the school's “productivity”, understood as the achievement of the goals outlined externally in the Term.
