Abstract:
This work falls within the field of discussions on the comprehensive protection policy for
children and adolescents, in specific way, adolescents in conflict with the law. The doctrine of
full protection recognizes children and adolescents as subjects in a peculiar development
situation, therefore, considers the need for special care. It is on this premise that arise
educational measures applied to adolescents in conflict with the law, seeking accountability
for the practice of an infraction from a pedagogical plan that provides adolescent reintegration
into society. In this sense, from a qualitative and documentary research, this study provides an
elucidation of the reality of the Educational Center Raimundo Benevides Doca Gadelha,
responsible for assisting the teenager who meets socio-educational measures of hospital in the
city of Sousa / PB. Its main objective is to analyze the said institution operating particularity,
highlighting the socioeconomic profile of internal adolescents. We note that there is a gap
between law and reality. This fact is expressed in the precariousness of inpatient units,
overcrowding, poor health, lack of education and professional training, lack of leisure
activities, sports, culture, among others. However, full protection is drawn under the listed
rights set in the ECA, but its effectiveness within the limits of sociability governed by capital,
requires the joint participation of the family, the government and society in general.
