Abstract:
Companies that are focused on projects need to be successful in the stage of choosing projects to be carried out, since this directly influences financial resources, reputation and customer relationships. In view of this, it is essential for the organization to make a decision on whether or not to participate in the bidding process, considering the basic requirements for sending the proposal and the level of attractiveness that the project has for the enterprise, in order to achieve its strategic objectives from carrying out work appropriate to the needs of the organization. Thus, the present study aims to determine a multicriteria model that assesses the level of attractiveness of the project to the organization, which will result in the decision on whether or not to participate in the bidding process. The proposed model was based on the ELECTRE TRI method for the decision to participate or not in the bidding process. Then, the model was applied in a civil construction company, where the appropriate criteria for the organization were selected, according to the decision maker's preference, and the alternatives were evaluated, using the chosen software, thus obtaining the level of attractiveness of each project and the decision on participation in the selection process for each of them. In view of this, the evaluation showed that the company could participate in all the projects investigated, but if the organization does not have the necessary resources to participate in all projects, it must prioritize the project with the highest level of attractiveness, which in this case was the P8. The model has the following advantages: structured and objective decision making, ease of use and determination of the attractiveness of the project, which can also be used as an entry in the mark-up determination process, when participating in the bidding process.
