Accountability e controle social na administração pública: um estudo realizado na Universidade Federal de Campina Grande com base no seu portal da internet e na lei de acesso á informação.

Abstract

Accountability and social control have recently gained prominence in academic research and in the administrative routines of public affairs management. In this context, this work investigated the relationship between social accountability and finalist control, demonstrating the extent to which the Law on Access to Information assists in this control, and in what way the said Law, regarding active information, is being applied by the UFCG, based on your internet portal). In this way, specific objectives were developed to demonstrate the extent to which the Access to Information Law assists Social Control, to identify how the Law on Access to Information, regarding active information, is being applied by the UFCG and to analyze, from the verification of the application of the Law on Access to Information, as social accountability is related to the final control of the UFCG. A methodology was used in the development of this research, whose nature was treated as an applied research, having an exploratory objective, with a qualitative approach, using an inductive investigation technique, with bibliographical, documentary and survey procedures, with the questionnaires with the professors and students of the Technology Course in Public Management of the Center for the Sustainable Development of the Semi-Arid (CDSA / UFCG) to investigate the public's perceptions regarding accountability and social control processes, based on the portals of the the UFCG and the parameters of LAI. In the presentation and analysis of results, the tabulation of the quantitative data was performed and, therefore, the results were statistically measured through electronic spreadsheets, where later, graphs were created that were essential for the interpretation of the results achieved. Subsequently, a plan of action was developed as a consequence of the practical results achieved in this research, the literature review and the results of the respondents' responses, in which suggestions and recommendations were made to the managers of the research institution. As a result, it was possible to identify how LAI, as far as active information is concerned, is being applied by the UFCG, where it was noticed that, in general, there is a favorable perception of the respondents about this application, however, specific points need to be improved , as explained throughout the research. It was possible to demonstrate to what extent the LAI assists in Social Control, as well as to examine how social accountability is related to the final control of the UFCG, evidencing evidence of a positive relation of the social control exercise, and the perception that this control will require the manager to act directed to the satisfaction of social interests, helping to achieve the goals of the UFCG.
