Resumo:
The field regarding to the study of public policies has been receiving great visibility around
the world, not having a single concept among the most diverse researchers of the
corresponding area of knowledge. However, we can define, in a succinct and objective way,
that a public policy constitutes a set of actions carried out by the state in order to meet
demands proposed by the various interest groups contained in the society. Considering the
current Brazilian fiscal and economic situation, with successive revenue frustrations and
increases in expenses, resulting in growing fiscal deficits, the concern for an efficient
application of public resources by the state is necessary in this scenario, and to evaluate the
execution of its public policy is an indispensable tool to achieve this goal. In this perspective,
the present study aimed to analyze the amount of financial resources that were applied in the
actions implemented by the student assistance policy developed by the Federal Institute of
Education, Science and Technology of Rio Grande do Norte (IFRN) over the period 2013-
2017, correlating this variation in expenditures with the respective school evasion rates
presented by this institution in the same period. For that, an exploratory, descriptive and
quantitative research was carried out using as statistical method. We collected the data in the
IFRN data systems: Integrated Federal Financial Administration System (SIAFI), Treasury
Management, Integrated System of Administration of General Services (SIASG), Integrated
Personnel Administration System (SIAPE), Unified Public Administration System (SUAP),
using information from 2013 to 2017. The quantitative analysis of the data was performed
through of the statistical software SPSS, whose data were presented in figures. The actions
that presented a greater annual representativeness in the period, regarding the application of
resources, were the programs of food aid, initiation to work and transport aid in which, in
2017, represented 34.85%, 21.38% and 17.52% of the total spent by the IFRN with its student
assistance plan. In the statistical analysis of this relation (Expenses x Evasion), referring to the
Pearson correlation coefficients, it is evident that only two of the ten actions considered in the
model have a mean correlation. After relating the results obtained through the comparative
analysis (expenditures vs. evasion) with the correlation coefficients, it was demonstrated that
the actions that present a higher coefficient of correlation present a representative in 2017 of
only 0.10% and 6.80% respectively. Finally, through the SPSS Software system, we could
figure out that the variation of the financial resources applied in the student assistance policy
of the IFRN has no direct relation with the variation of the rate of evasion of the students of
this institution.
