Despite all their relevance in the areas of health care, teaching and research, Federal
University Hospitals (HUF's) were generated and grew experiencing management problems,
mainly caused by administrative, human resources and financing issues, leading to a crisis
that became evident from the 1980s. With the main objective of promoting the restructuring of
these organizations, in 2011 the Brazilian Hospital Services Company (EBSERH) was
created, responsible for modernizing the management of federal and state university hospitals.

In view of this context, this research was developed with the objective of understanding how
to manage the University Hospitals linked to the UFCG, which are managed by EBSERH, in
view of the multiple links of their workers, both in the activities and in the middle activities.
In order to reach the proposed objectives, the research method adopted was the case study,
with a focus on exploratory and descriptive research, whose data were collected through a
questionnaire applied to all occupants of commissioned positions and gratified functions of
the hospitals surveyed. Through the documentary research, EBSERH's management model
was characterized in the management of the hospitals under its direction, based on
management, with a strategic focus, and a collegial, horizontal management, with processes
carried out by a participatory workforce, with its development through criteria of competence,
and also the organizational chart of the basic structure of the hospitals under the management
of the company was also identified and described. The composition of the work force of the
studied HUs was analyzed, evidencing the existence of the multiple job links in their
functional frameworks in the middle and final activities, both before and after contracting
with the EBSERH, with a strong tendency to be attenuated with the realization of public
tender for the hiring of new workers through the public employment regime. Based on the
research carried out with all the occupants of commissioned positions and gratified functions,
a diagnosis was made of the level of development of the hospitals' management in relation to
the criteria of strategy and planning, processes, people management and results. its overall
result, a good level of management for the HUAC and excellent for the HUJB. With the
conclusions of the Management Maturity Diagnosis, a proposal for intervention was presented
for the units surveyed, in order to analyze and treat the criteria that were less scored in this
research when the Strategic Master Plans - PDE were prepared for the 2019/2020 biennium,
in addition to conducting new organizational diagnoses annually. With the results presented, it
is hoped to contribute to the deciphering of questions still obscure in the eyes of researchers
and managers of these organizations, in order to contribute to the development of their
management model.
