Abstract:
Brazil lived for decades under the Dictatorial Regime. With the Brazilian Constitution of
1988 several rights were conquered and guaranteed, among them the right to life and
freedom. A new scenario was being established in the public administration, which in turn,
passed through several models, from the patrimonialist, bureaucratic to the managerial,
transferred from clientelism and processes to the citizen, respectively, in line with
with democratic ideals, which through deliberative and participatory democracies,
seek to strengthen the ties between State and Society. Among the rights achieved by
democratic achievements, the right to security is provided for in the Constitution. When
this fundamental right is not adequately or inefficiently guaranteed, it is
triggered a governance problem. In order to resolve this demand,
public policies of public security were created. In this study, Public Policy was studied
Community Police, analyzing how its fundamentals, when adopted by police officers
Military personnel in their work routines impact the quality of democracy. It was studied the
effectiveness of this Public Policy in the context of the democratic state of rights. With a view to
supporting the study, a brief analysis of deliberative and democratic democracies was carried out
in parallel with the history and evolution of public administration. As well, it was
a brief study on the quality of democracy was developed. Seeking to operationalize the
research, an interview was conducted with military police officers from the 6th Battalion of Pernambuco.
The research method used was inductive, since the context of the actors' performance
involved, as well as factors that could intensify their performance were taken into account
consideration. In short, even though there are still strong remnants of the management model
bureaucratic routine of the professionals studied, the research contributed to show the
cultural change that these professionals have been developing, as well as the new design
institutional framework they have been adopting, with the objective of following the democratic political advances and adapting to the new model of public administration based on the principles
constitutional requirements. To this end, these professionals have been seeking to train themselves,
considering that for the performance of their activities they are considered to be poorly prepared
technically, showing little civilian control over the military, which impacts
negatively on the quality of democracy. Despite this, the Military Police showed
satisfaction with the guarantee by their superiors of their freedom of expression, which
positively impacts the quality of democracy. It was found that the Police
Military personnel studied here mostly adopt the principles of the Community Police in their
daily routine, which makes a great contribution to guarantee the quality of democracy.
