Resumen:
Due to the overexploitation of natural resources, increased pollution and,
consequently, risks to the planet's survival, international nations have joined forces in the
search for actions aimed at reducing the harmful impacts on the environment and society as a
whole, seeing in themselves. State entities are an important means of promoting sustainability
through their public procurement. With express provision in the Brazilian legal system,
Sustainable Public Procurement emerges as a relevant strategy for integrating social and
environmental benefits, capable of intervening in the world of consumption. The main
objective of the present study was precisely to provide CES / UFCG with effective
compliance with the standards related to the practice of sustainability in their respective
public purchases. For this, we present a case study carried out in the referred university
campus, which involved a qualitative and exploratory research. Initially, through a
bibliographic and legislative analysis, books and scientific works related to the theme were
consulted, allowing the necessary theoretical-conceptual basis. Then, the data collection went
through the verification of the TCU judgments, related to the studied subject, identifying the
most recent approach adopted by the referred cut of accounts and the applied limits. In
continuous documentary analysis, the public procurement policy of the CES / UFCG was
diagnosed, through consultations to the procurement processes and sectoral management
reports for the 2017/2018 biennium. Direct observations complemented the perception of the
deficiencies and the survey of the main challenges in the implementation of more sustainable
practices in the acquisition of the referred UFCG university campus, and the need for greater
awareness of institutional actors, proper planning, greater insertion of criteria. and sustainable
practices in all its dimensions, as well as the effective monitoring of this compliance
throughout the contract execution. Finally, based on all the organizational diagnosis,
supported by the current and institutional legislation, it was possible to elaborate an
intervention proposal that aims to direct the purchases and public procurement of the CES /
UFCG from the perspective of sustainability, in its most diverse dimensions (environmental ,
economic, social and political).
