Resumo:
This study‟s main objective is to investigate how the Serviço Brasileiro de Apoio às
Micro e Pequenas Empresas - SEBRAE, particularly unit - Caruaru, has been working
practices and discourses in context of the Pólo de Confecções do Agreste de
Pernambuco. It was built as research‟s challenges: a) elaborate a reflection that
characterizes the socio-productive‟s dynamics of Pólo de Confecções, and their recent
trends, while cluster, 2) reconstruct SEBRAE‟s trajectory and how has been historically
and currently giving their practice against that reality. To this end, we developed the
following methodology: a literature review focused particularly on issues of monopoly
capitalism, Northeast‟s integration, local development / cluster and Pólo de Confecções
do Agreste de Pernambuco, a documental analysis covering national and local
publications referred to SEBRAE, as well as self-assessment reports, historical texts,
among others, semi-structured interviews and informal conversations with managers,
consultants and entrepreneurs, direct observation in the spaces and manufacturing
activities. About the SEBRAE‟s trajectory, the origins date back to the creation of
SUDENE. Historically created as a public agency linked to SUDENE and former
BNDE, the Núcleo de Apoio Industrial - NAI worked since 1967 in Northeast of Brazil.
In 1972, was established in national level, the Centro Brasileiro de Assistência
Empresarial / Centro de Assistência Gerencial - CEBRAE / CEAG. From the early
1990s, it becomes part of S System, becoming SEBRAE - publicly financed but
privately managed. Currently, SEBRAE comes in a systematic way the reality of the
Pólo. From the year 2002, begins to consolidate the Pólo as a cluster. We seek to
examine how this has been taking action, especially regarding the actions and speeches
that conform as a political agent.
