Abstract:
The present work analyzes the theft of energy, the famous “cat”, which occurs when the
theft of electricity is carried out through changes in the electricity meter, be it the digital
or analog device. In the event of a change in the timer or the franchisee's standards, the
theft of electricity will be carried out by ordinary users who are already franchisee
customers. Secret connections made directly to the power system also cause energy
theft, which is even more dangerous due to the failure to use suitable equipment for
electrical connections. In addition to the two customs, which constitute the crimes,
provided for in article 155 of the Penal code, fines and administrative charges are also
applied. The impact of this illegality affects all ordinary consumers who start to
distribute the value of stolen energy. In addition, power quality indicators can also be
affected by secret connections, which overload network components and can cause
power outages and outages. The literary review of this work promotes a synthesis on the
proposed theme, and showed that the theft of electricity causes damage to the whole
society, due to the varied consequences of these unthinkable acts, showing that in the
end everyone pays for the losses. In addition, it was highlighted how the population
reacts to this crime. Society does not see energy theft as a criminal offense, which
worsens this scenario. Due to the evolution of more modern inspection procedures and
investments by security concessionaires, there is a constant record in the number of
thefts and frauds. Even so, the conduct is persistent and needs to be repressed by the
state.
