Résumé:
Brazilian Civil Rights Framework for the Internet is the main legal text regulating the network and its use in Brazil, including the principle of net neutrality, considered to be one of its pillars. This current term paper is an applied research that aims to analyze the importance of its application to society, adopting a method of dialectical approach, and respecting its historical aspects. As for the general objectives, it’s considered to be an explanatory research. As for the technical procedure used to write this paper, the main method adopted was the bibliographic-documental approach, once it was elaborated from laws, books and articles from the internet. Regarding the structure, this paper is divided into three chapters. The first chapter will introduce the internet and explain its concept, historical evolution, and its concepts related to the law; the second chapter will explain the Brazilian Civil Rights Framework itself, exploring its background, creation and principles; finally, the third chapter will discuss the net neutrality principle, analyzing the open nature of the network, the applicability and exceptions of this principle, as well as its importance. Lastly, the main goal of this project is to demonstrate that the net neutrality is the main responsible for ensuring the open nature of the internet, with easy access and with free circulation of information, thus promoting the valuation of such an indispensable standard.
