Résumé:
The scope of this work is to understand the Mental Health policy from the
experiences of the professionals of CAPSad and CAPSi, in the city of Sousa, in
the Upper Sertão of Paraiba, in the context of Psychiatric Reform instituted by
Law 10.216/2001. In this sense, it was necessary a historical analysis about the
madness and institutions for crazy nonpsychiatric, such as asylums and jails.
Also from the historiographical perspective, the objective is to understand the
Psychiatric Reform movement, which began in the 1970s and is still ongoing,
highlighting the weaknesses of the therapeutic model and community health
care institutions. This is a research with a qualitative design of documentary
character. Laws, resolutions, decrees, literary works, magazine articles,
monographic works, dissertations, theses, etc., available on electronic sites and
dealing with the subject of this investigation were used as sources. Regarding
the methodological theoretical contribution, the documents consulted were
analyzed in the light of Marx's historicaldialectical materialist method. The data
highlighted, on the one hand, the importance of the creation of psychosocial
care centers alcohol and drugs and children in the city of SousaPB, as an
instrument to minimize damage and promote the resocialization of stigmatized
individuals who have long been neglected by the State. On the other hand, the
research reveals the weaknesses of mental health policies in that municipality,
marked by the lack of material investments and human resources, which
reflects in poor and inefficient care by mental health professionals.
