Resumen:
This paper presents an overview of wind energy in Brazil and in the world,
portraying its main technical and environmental aspects, showing the growth of the wind
energy’s market and the investments that were made to promote such evolution. Focusing
on the Brazilian wind energy market, this study describes its current scenario, its
potential, and the investments being done towards the development of this energy source.
In a more specific level, the case of PROINFA (“Alternative sources of energy incentive’s
program”) was studied. A program that was set forth by the Brazilian government (Law
n. 10.438 de 2002). Brazil has adopted auctions as a mechanism to trade the electricity in
the regulated market and as encouragement to renewable energy. The first Reserve
Energy Auction from wind sources was conducted in December 2009 - LER003/2009.
The subsequent auctions of the same source were LER005/2010 and the Alternative
Sources Auction LFA007/2010. These three auctions were the basis of this study. From
the winning projects, some capacity factors set by the sellers were above the average if
compared to the wind power worldwide.
