Résumé:
The second change, which took place in 2004, in the model of Brazilian Electric Sector
was marked by search for tariff moderateness, universalization and security of energy
supply. Part of these objectives was achieved through the creation of the CCEE (Chamber
of Electric Energy Commercialization) and the two hiring environments, ACL (Free
Hiring Environment) and ACR (Regulated Hiring Environment). This change provided
the possibility for consumers, framed in certain requirements, to define their energy
supplier and price, as well as flexibility of the amount contracted, in order to reduce costs
related to energy. This has made the energy market become more competitive. Thus, this
work seeks to explain the main guidelines for understanding how electric energy market
works, as well as verifying the feasibility of consumer units migrations to Free Hiring
Environment.
