The reform of the electricity sector initiated after the institutional crisis of the 1990s limited
the state’s performance and created a scenario of free competition. In this new economic
scenario, the free energy market, an environment that makes possible the commercialization
of electric energy in an efficient and competitive way, is evident. Indirectly, captive
consumers participate in this market, since the distributors acquire electric energy through
the auctions regulated by ANEEL and only pass on the costs to customers in the concession
area. Entrepreneurs, in most cases captive customers, choose to become free consumers
and buy energy directly from the generators, in order to reduce production costs and
avoid common increases in distributors’ tariffs. This work seeks to present the rules and
procedures associated with the commercialization of electric energy in a general way.
Knowing the risks, the operation and the costs associated to the free and captive market of
energy, a comparative analysis is performed between the hiring environments, presenting
the values relative to the purchase of electric energy in each of them.
