Résumé:
The Participatory Budget is characterized as a democratic mechanism that, through social participation, exposes the direction of public resources before the needs of the municipality and its inhabitants. Thus, the problem of this study consists of the following question: What effects can the implementation of the Participatory Budget have on the municipality of Tuparetama-PE in 2021? For the development of this research, the general objective is to: Analyze the importance of implementing a Participatory Budget in the city of Tuparetama, in the backlands of Pernambuco. It is expressed as specific objectives: Understand how the Municipal Management of Tuparetama-PE drives social participation; identity what measures are currently taken to render accounts in the municipality of Tuparetama-PE; describe the role of Participatory Budgeting, and propose improvements concerning democratic and transparent participation by the society based on this studied mechanism. Its methodology is detailed as a descriptive, exploratory, and qualitative case study, due to the data collection carried out through the application of one hundred questionnaires to a sample of the population of Tuparetama-PE, also carried out through documentary and bibliographic analysis. It was possible to conclude that the implementation of the Participatory Budget in this municipality can bring benefits to a more direct and transparent relationship between the State and civil society, also enabling the consolidation of Municipal Management under the democratic regime.
