Abstract:
It is notorious that the works and services carried out by the autarchy represent significantly most of what moves financially in the country's construction sector. However, even with such representativeness, it is evident the difficulty it has in carrying out its projects within the time, cost and quality standard desired. In this sense, the present study sought to investigate the main causes that contribute to the delays in public buildings located in the city of Pombal-PB, in order to serve as a basis to minimize such losses. For this, a documental analysis with all the administrative processes of the works in question was previously performed, in order to correlate all the factors associated with time management. In addition, discussions were held with the engineers responsible, where they identified the causes of delays in each service performed, in addition to classifying, in relation to aspects of impact and influence, global factors of the incidences in the constructions. Thus, the results pointed out that the causes were practically equivalent to both enterprises. So, knowing this, it can be affirmed that the main motivations of the additions in contracts are: failures in the elaboration of projects and schedules, absence of investigation of the soil, delays in the taking of decisions and financial difficulties of the contractors, inexistence of motivation and low productivity of the labor, besides the absence of control of the executed activities. Moreover, as a purpose to help managers in solving such problems, some effective recommendations were suggested taking into consideration the best cost-benefit for the organizations. Finally, it was concluded that to minimize such delays, it is essential to improve the way they are managed, implementing practices that prioritize the integration of the project with execution.
