Resumo:
The Brazilian political scenery, over the last few decades, was marked by scandals of
corruption, which encouraged the creation of bills to address such problem through preventive and repressive policies. The general objective of this thesis is to comprehend the processes regarding the proposals of policies which address the fight against corruption through the analysis of the legislative Brazilian agenda in the period of 1990 to 2019. The research has a descriptive nature, and analyses data obtained from Câmara dos Deputados and from Senado Federal do Brasil. Therefore, it has engaged in the exam of the main theoretical approaches about corruption, empathizing in the scope of the judicial, sociological and economical point of view, along with theoretical approaches about corruption itself, policies and agenda formation, in particular, the multiple fluxes theory and punctuated equilibrium theory. In its conclusion, the research observed the finding of three periods of accelerated growth in the number of bills about policies to fight corruption and the predominance of proposals with the objective of penalizing corrupt conducts, compared to those with preventive nature or trying to refine institutions.
