Resumo:
The changes made by the Anti-Crime Package were highlighted from the
context in which Brazil found itself, primarily in the political sphere with the
then recent change of government. The promise of strong reprimands and fighting
crime by the new management in the executive branch at the national level,
right to the moment when the proposal of the draft occurs and demonstrate
clearly the objectives of inserting a punitive system in the legal system
Brazilian. The intention of the executive branch was then consolidated, then Minister Sérgio
Moro, responsible for the Ministry of Justice and Public Security, carries out the proposal with
the changes to be made in various legislations. The present work then has
as objective to analyze how the procedure for the insertion of the new Law, its
amendments to the Brazilian Penal Code and how such a novelty in the
Criminal Law can affect, positively or negatively, and be effective in your
application as a modifying legal norm. Using the method of
deductive approach, conducting a study and analysis of Law 13.964/2019 with the Code
Penal, having as theoretical reference penalist doctrines, works that deal with the
theme in specific, as well as scientific articles also on the subject. O
