Résumé:
The Covid-19 pandemic devastated the world in the year 2020 in an overwhelming
way, succumbing thousands of people and resulting in an expressive number of fatal
victims, according to official data. In view of this, the Brazilian federal government, in
order to contain contagion among people, imposed sanitary measures that restricted
the population's right to come and go, resulting in the paralysis of several sectors,
except those considered as essential activities. Because of these determinations,
administrative hires suffered an immeasurable shock, making it difficult to determine
the consequences of the crisis. Therefore, it is essential to implement administrative
law institutes, which seek to guarantee the economic-financial rebalancing of
administrative contracts, with the Theory of Unpredictability being one of the
alternatives to achieve this objective. Thus, the problem lies in the appropriateness of
applying the Theory of Unpredictability as a foundation to reestablish the economicfinancial balance in administrative contracts in the current pandemic scenario. The
study was guided by the purpose of presenting the feasibility of applying the Theory of
Unpredictability in administrative contracts due to the current pandemic. For that, it was
necessary to look around the regulation and the model of administrative contracts, in
order to be able to analyze the framework of the pandemic and the derivative acts in
the hypotheses of application of the aforementioned theory. As for the methodological
aspect, a deductive approach and the qualitative procedure method were used, in
addition to bibliographic and documentary research techniques. The results of the
research indicate that the Imprediction Theory is adequate to reestablish the
economic-financial balance of contracts; however, its application cannot be
generalized to each and every administrative contract, and each case must be
analyzed in a particular way.
