Resumo:
In Brazil, the instruments provided by Law 9.433 / 97 was enacted in order to regulate
the water resources management process, where it established the National Water
Resources Policy, having as one of its objectives to ensure the necessary and current
water availability for present and future generations, in quality standards appropriate to
the respective uses, adopting the following elements as instruments: the Water
Resources Plans; the classification of water in classes, according to the predominant
uses of water; the granting of rights to use water resources; charging for the use of water
resources, among others. In this sense, the present study aims to analyze temporally and
spatially the Water permits granted in the Piancó-Piranhas-Açu River Basin, issued by
the State of Rio Grande do Norte, considering their agro-industrial uses. The study has a
quantitative and exploratory methodological approach and was used as a research
technique, the documentary with analysis of secondary data, provided by the granting
body of the Waters permits granted in the States of Rio Grande do Norte, IGARN.
There were 488 water permits granted identified, the year 2017 with the largest number
of grants, with the predominance of the use of irrigation, with 73.57% of the granting
emissions, regarding the types of abstraction, 64% were issued to underground waters
and 36% for surface waters, while for flow values, these values are inverted, 63.82% of
the flows granted were for surface sources and 36.18% for underground flows. The
diversified uses stand out in the Middle Piranhas Potiguar region, concentrating most of
the multiple uses, with a greater concentration of the use of irrigation.
