Resumen:
This Dissertation addresses issues related to sustainability, sustainable development,
and socioenvironmental
responsibility, aimed at the scope of public administration. In
search of sustainability, all actors, whether social, institutional or organizational, play
relevant roles. That stands out, mainly, in public administration, with the function of
formulating and executing public policies focused on promoting a culture of
sustainability. In Brazil, a public policy that aims to spread sustainability in the public
administration itself is the Environmental Agenda in Public Administration (A3P). Thus,
the objective of this dissertation was to analyze the possibilities and challenges of
implementing the guidelines and thematic axes of the Environmental Agenda in Public
Administration (A3P) within the context of the activities of the Federal Institute of
Education, Science, and Technology of Ceará (IFCE) – Limoeiro do Norte Campus.
This research sought to collaborate with the construction of a public administration
focused on management practices aimed at reducing waste, the proper administration
of generated waste, and the appropriate use of the natural, human, and economic
resources available. This study presents the nature of applied research, as it sought
to produce knowledge for practical application, aimed at solving specific problems,
regarding the implementation of A3P in federal educational institutions. As for the
objectives, the research is classified as descriptive, and adopted the case study as a
research method. As for the procedures, the research was based on a mixed approach
(qualitative and quantitative). The research techniques used were: document research,
questionnaire, and semistructured
interview. The following analysis techniques were
used: descriptive statistical analysis, content analysis, and data triangulation. Through
the documentary analysis of the IFCE Institutional Development Plan (PDI) 20192023,
it was identified that the organizational guidelines are based on social and
environmental sustainability actions. According to the results obtained from the
analysis of the data collected through the application of the questionnaire with the
public servants, and the interviews with the managers, it was concluded that, in spite
of not having formal adherence to the A3P Program, the IFCE Campus in Limoeiro do
Norte develops sustainable socioenvironmental
practices that comply with the six
thematic axes of the Environmental Agenda in Public Administration (A3P). Regarding
the challenges encountered in implementing sustainable practices on the IFCE
Campus in Limoeiro do Norte, administrative and cultural difficulties were identified,
with the main challenges being the lack of knowledge and training of actors regarding
sustainability actions, and the lack of institutional policies aimed at sustainability. From
the analysis of the results obtained in this study, the potential for the IFCE Campus in
Limoeiro do Norte to adhere and implement the Environmental Agenda in Public
Administration (A3P) was identified, by considering the sustainable actions already
developed in the institution, and the managers’ interest in implementing the Program
on the campus.
