Résumé:
The integration of water resources management with environmental management is
one of the guidelines foreseen for the implementation of the National Water Resources
Policy and is part of the Sustainable Development Goal (SDG6).
Despite the provision
in the legislation, the collegiate bodies of the basin committees (CBHs) do not always
have the effective representation of members of the Conservation Units (UCs) that
make up, in whole or in part, the area of basin. The CBHs and the Management
Councils (CGs) of the UCs are collective spaces that encourage participatory
management with representatives from different sectors of society. The objective of
this work is to contribute to the strengthening of environmental and water policies
through governance aspects for the consolidation of participatory management in
basin committees and management councils of UCs in the State of Paraiba. As for the
methodological aspects, this is an applied, descriptive, qualitative research, with case
study analysis of the mutual participation of the members at North Coast Basins
Committee (CBHLN)
and the Management Councils of the Environmental Protection
Area (APA) and the Mangroves Area of Relevant Ecological Interest (ARIE) of the
Mamanguape River, from 2015 to 2018. The analysis of the occupation and
overlapping areas of the UCs and the CBHLN
was aided by the design of a thematic
map. It can be seen that the integration of memberships of the CGs at UCs and of the
CBHLN
was effective, with an increase in the number of social actors involved in
discussions on water resources. Among the Governance Dimensions, those that
favored the integration of the members of these councils, the LegalInstitutional,
Intergovernmental relations, StateSociety
interaction and Management Instruments
dimensions stood out. Governance guidelines are pointed out that contribute to the
consolidation and expansion of integration in the score of environmental and water
resources management, whit guaranteed participation of representatives in organs
collegiate bodies of the CBHLN
and the UCs.
