Budgeting is an essential process in civil construction, as it allows you to forecast the cost of a project and identify steps or inputs that will be used in a work, thus facilitating its management. In order to make the practice of With faster and more efficient budgeting, Caixa Econômica Federal, together with IBGE, developed the National System of Survey of Costs and Indexes of Civil Construction (SINAPI), which provides and disseminates costs of construction materials, labor and equipment. As it is a public and nationwide tool whose costs are estimated for the capitals and the Federal District of the country, the compositions present in this may not adequately represent the reality of a municipality far from the capital. In this context, the present work compared the costs of a work for corporate use of approximately 281 m², with values obtained based on SINAPI, with the values obtained from a market quotation carried out in the city of Pombal/PB. The overall cost found based on SINAPI was R$ 703,274.78 and based on the market price was R$ 588,737.98. Then, also through SINAPI, the impact of the COVID-19 pandemic in the budget for this same work. For this purpose, the budget was compared using the months of December 2019 and May 2021 as references. In the first reference (before the pandemic), the work was budgeted at R$ 554,712.64, while in the second it was R$ 703,274.78, which represents a increase of 26.78%.
