Os impactos da reforma administrativa proposta pela PEC Nº 32/2020 para os servidores público à luz da constituição brasileira de 1988.

Abstract

This study aimed to understand the changes proposed by the original Bill of Amendment to Constitution No. 32 in light of the 1988 Constitution, as well as to identify the impacts caused to civil servants and the public service, whether these impacts are positive or negative, discussing whether the proposed objectives and its main justifications are in line with the changes brought about in this proposal. For this purpose, a bibliographic review is used as a method of data collection and a comparative historical analysis of administrative reforms in Brazil and in the world is carried out. From this analysis, a series of inconsistencies between what is proposed by PEC 32 and its justifications and what is actually delivered to its society is seen. planning and not just focused on the fiscal crisis. Finally, through the study, it was possible to see that there are new possibilities for implementing a reform based on planning and with the inclusion of all taxes that can be implemented in Brazil to actually start an Administrative reform.
